Rate of climb is determined by excess engine power available over power required ($ROC = (P_{avail} - P_{req}) / Weight$). As altitude increases, normally aspirated piston engines lose power at approx 3% per 1,000 ft, causing the climb rate to linearly diminish until reaching the aircraft's absolute ceiling.

How do you calculate climb gradient in feet per nautical mile?
Climb Gradient (ft/NM) = (Rate of Climb in FPM × 60) ÷ Groundspeed in Knots. For standard 3.3% IFR obstacle clearance, an aircraft needs at least 200 ft/NM.
